The recent economic recession has had a profound impact on the world and the way we govern, do business and manage our resources.  Rising government deficits add additional stress to the economic environment.  Now, more than ever, business and public sectors need to find ways to improve performance through sound strategies, processes and management practices.  The challenge for HR leaders is to understand the 3 to 5 most critical business challenges and the actions that need to be taken to address them.  A clear and actionable human capital strategy is essential.  Oftentimes, critical business challenges are not clearly defined.  HR leaders need to have confidence they are asking the correct strategic questions regarding human capital and be able to measure the results.
